Counterpart está aceptando CVs para un/a Asesor/a de OGP para la Actividad la Gobernabilidad Democrática/Strengthening Democratic Governance (SDG) financiada por USAID en Honduras. El propósito de la Actividad es construir la rendición de cuentas sistémica y la capacidad de respuesta del Gobierno de Honduras (GOH) a los ciudadanos, al mismo tiempo que se fortalece la sociedad civil para aumentar la confianza, salvaguardar los derechos humanos, e incentivar a los hondureños a permanecer en su país y participar en su democracia. La primera orden de trabajo de SDG tiene como objetivos 1) Mejorar la capacidad de gobernanza efectiva, la transparencia, la rendición de cuentas y la respuesta a la ciudadanía por parte de las instituciones del Gobierno de Honduras; y 2) Proporcionar servicios de localización, aprendizaje, adaptación, seguimiento y apoyo en la recopilación de información para implementar actividades para todas las órdenes de trabajo y objetivos de SDG.
Bajo la supervisión del jefe del Objetivo 3/Líder del Componente 2 de la Orden de Trabajo, el/la Asesor/a de Alianza para el Gobierno Abierto / Open Government Partnership (OGP) proporcionará asistencia continua a la Unidad de Apoyo al Programa de OGP para apoyar la implementación del Quinto Plan de Acción Nacional (PAN) de OGP, así como asesorar a la Actividad SDG en todos los asuntos relacionados con el apoyo de OGP.
El puesto de Asesor/a de OGP es de tiempo completo con sede en Tegucigalpa, Honduras, con posibles viajes a otros municipios donde se ejecute el proyecto, como San Pedro de Sula.

Counterpart International is seeking a Chief of Party (COP) for a 5-year USDA McGovern-Dole Food for Education and Child Nutrition Program which aims to reduce hunger and improve literacy and nutrition among school-age students, especially girls. With the support of the local and headquarters staff, the COP will provide vision, technical leadership, financial and administrative oversight of the program and will serve as the principle institutional liaison to USDA, local implementing country organizations, and host government agencies. The COP should have competence and extensive past experience relevant to leadership, management, project implementation and training of staff. The COP will also provide staff management and development, and ensure the highest quality of project monitoring, evaluation, reporting and communications.
The COP will collaborate with the Ministries of Education, Ministry of Health, and other critical partners to provide high-level support for effective capacity building at the local level and sustainability of the project interventions. The COP will oversee a team of experts and support staff, prepare reports and annual operating plans, align project initiatives with in-country priorities and ensure the program is compliant with USDA and Counterpart International’s regulations. En El Salvador la Actividad de Transparencia y Rendición de Cuentas en el Sector Público (TAPS por sus siglas en inglés), en adelante “el Proyecto”, es un proyecto de cinco años financiado por la Agencia de los Estados Unidos para el Desarrollo Internacional (USAID por sus siglas en inglés) que busca mejorar la transparencia y la rendición de cuentas de entidades del Estado salvadoreño, incluyendo municipios, y el cumplimiento de las políticas anticorrupción; así como aumentar la participación y la contraloría ciudadana sobre la actividad del Estado para prevenir y combatir la corrupción.
Para este fin, Counterpart busca un/a Gerente en Monitoreo y Evaluación, Colaboración, Aprendizaje y Adaptación (MEL/CLA por sus siglas en inglés) para dirigir el trabajo a desarrollar en esta área, incluyendo las responsabilidades técnicas y de supervisión. Counterpart International seeks a Capacity Building Officer or Capacity Building Coordinator – depending on level of experience – for the USAID-funded Rights and Dignity Project in El Salvador. The Project supports human rights organizations (HROs) to promote human rights advocacy and subject matter specialization, particularly as it relates to citizen security issues, while also building the organizational capacity of these HROs. The Officer/Coordinator will report to the Capacity Building Technical Advisor and will be responsible for coordinating and supporting the implementation of the organizational capacity development and technical direction of local HROs, including former sub-grantees. The Officer/Coordinator will also be responsible for maintaining excellence in our organizational and technical capacity building activities with local organizations and will ensure effective communication among implementing partners (IPs), HROs, and other Project beneficiaries receiving organizational capacity development support. The Rapid Response Fund Officer is a crucial role within Iraq Civil Society Activity (ICSA) in Iraq. Counterpart is currently accepting CVs for a Migration Specialist Consultant for the USAID-funded Strengthening Democratic Governance IDIQ ($90 million) and Public Effectiveness and Localization TO 1 in Honduras. The purpose of the IDIQ is to build the systemic accountability and responsiveness of the Government of Honduras (GOH) to citizens, while also strengthening civil society, to increase trust, safeguard human rights, and incentivize Hondurans to remain in their country and participate in their democracy. The purpose of TO 1 is to 1) Improve the effective governance capacity, transparency, accountability and citizen-responsiveness of GOH institutions; and 2) Provide localization, learning, adapting, monitoring and information support services to implement activities for all task orders and objectives of the SDG IDIQ.
The Migration Specialist Consultant will support the SDG project by conducting an Irregular Migration Analysis and Plan (IMAP) to guide the program’s technical understanding of the dynamics causing and shaping irregular migration from Honduras, with particular attention on the role, experience, and unique impacts of irregular migration for young Hondurans. The content and structure of the IMAP must include:
- A description of the irregular migration and/or reintegration context of the Activity at the national and municipal levels, and, wherever possible, at the community and target population levels. This analysis should include known drivers of irregular migration and challenges facing especially vulnerable subgroups of migrants and/or returnees.
- Proposed migration-related interventions aimed at reducing irregular migration and/or encouraging the reintegration of returned migrants to be incorporated into implementation. Observing Do No Harm principles to reduce perverse incentives for irregular migration and/or to protect returned migrants involved with the Activity is required. At a minimum, an Activity must include a training and awareness agenda on irregular migration for staff, collaborators, and beneficiaries.
- A discussion of the potential opportunities, challenges and partners for migration related activities is required, emphasizing CLA components and deliberate coordination among stakeholders (within and outside an activity’s influence) that enhance collective effects on irregular migration and/or reintegration.
- Articulate a theory of change (ToC) that links Activity results to reduction of irregular migration. Activity's ToC must include proposed custom migration-related indicators at each appropriate level.
The Consultant will report directly to Brianna Radosti, Associate Director of Governance, but will work closely with Counterpart’s field staff (once hired) to ensure high quality deliverables are executed in a timely manner.

Counterpart International is seeking a qualified Director of Finance and Administration support the anticipated Kyrgyz Republic Deepening Linkages in Civic Participation Activity, which seeks to enable horizontal and vertical networks of individuals and organizations to advocate for and bring about change across issues that resonate with local communities and increase government responsiveness and accountability in the Kyrgyz Republic.
This is a full-time position based in Bishkek, Kyrgyzstan. The position will report to the Chief of Party of the project. The Director of Finance and Administration will be responsible for all aspects of financial project management as well as coordination of all financial activities. The proposed employee should have experience in the areas of financial management, accountability, negotiations, auditing, as well as USAID rules and regulations governing financial and administrative management and oversight of programs.
Counterpart International is currently seeking a Monitoring, Evaluation, and Learning (MEL) Manager to support the anticipated Kyrgyz Republic Deepening Linkages in Civic Participation Activity, which seeks to enable horizontal and vertical networks of individuals and organizations to advocate for and bring about change across issues that resonate with local communities and increase government responsiveness and accountability in the Kyrgyz Republic. The MEL Manager will provide technical support including: design of project Monitoring, Evaluation, and Learning Plans, establishing/strengthening monitoring and evaluation system. The MEL Manager will work with the US MEL team to analyze data, and to use data visualization tools to demonstrate program impact. In addition, oversee and maintain the project DevResults platform, ensuring data accuracy and completeness. This is a full-time position, reporting to the Chief of Party.

Para este fin, Counterpart busca a un/a Oficial de Comunicaciones que lleve a cabo las actividades relacionadas con la comunicación y presentación de informes del Proyecto. En este sentido, brindará asistencia técnica al Proyecto en la implementación de estrategias de comunicación, redacción de contenidos, producción de materiales audiovisuales, la organización y el desarrollo de eventos y actividades a nivel nacional y local. Además, trabajará estrechamente con el resto del equipo del área CLA para la elaboración de los informes u otros documentos que deban elaborarse.
