Counterpart International is seeking a Deputy Chief of Party (DCOP) for the upcoming USAID/El Salvador New Regional Human Rights Activity (the “Activity”) to be implemented in several countries in Central America. The Activity take a holistic approach to human rights in the region, working to prevent rights violations and promote a culture of rights, while also responding to the increasing attacks on human rights and protecting defenders. The DCOP will be responsible for leading Activity operations at the regional level while supporting the COP to ensure project compliance, partners management, efficient operations and administration, and reporting are conducted in a cohesive and coordinated manner.  

• Support the Chief of Party (COP) in the overall management of the regional program, including MEL, GESI, and emergency assistance. 
• Oversee operations of the Activity at the regional level, including finance and administration, grants, and human resources. 
• Provide operational support to the regional team of human rights experts, technical leads, advisors and local staff, contributing to and ensuring a collegial and respectful working and team environment. 
• Ensure program implementation follows Counterpart’s policies/procedures and USAID rules/regulations, particularly with respect to financial and grant management. 
• Participate in developing program reports including quarterly reports, annual results reports, pipeline and resource estimates. 
• Support work planning, forecasting, and training initiatives. 
• Provide guidance on processes, guidelines and standards to the regional team of human rights experts, technical leads, advisors and local staff in program planning, design and reporting, including financial and programmatic implementation. 
• Support the coordination of program activities according to the approved work plan and in consultation with USAID/ El Salvador and key stakeholders. 
• Participate in the project’s programmatic and operations Committees, evaluating, providing feedback, and formulating recommendations, in collaboration with the COP, human rights experts, technical leads, advisors, and local staff. 
• Support the COP in representing Counterpart to USAID, local and national governmental authorities, international organizations, local CSOs, community organizations, and other donor organizations. 
• Other duties as required. 

• Degree in International Development, Social Sciences, Political Science, Governance and Civil Society and/or other related fields. 
• Minimum of 12 years of progressively responsible experience in international development; minimum 3 years working on governance and/or human rights programs.
• Experience supervising teams of diverse staff and demonstrated leadership capacity.  
• Previous experience managing USAID-funded programs.
• Experience in leading participatory planning processes of large and complex development programs.
• Demonstrated record of championing social inclusion across programming, such as gender integration and inclusion of women, youth, migrants and internally displaced persons, persons with disabilities, ethnic and religious minorities, and other marginalized communities.
• Experience working effectively with and building consensus among diverse actors, including local government structures in Latin America, senior government officials, civil society actors, and the donors
• Experience in remotely managing programs in insecure and rapidly changing environments.
• Demonstrated experience in building networks amongst civil society organizations.
• Experience in managing program start-up in complex, politically sensitive, and resource constrained environment.
• Knowledge of the requirements and compliance criteria of government institutions in El Salvador and the region.
• Experience managing and monitoring grants to local organizations.
• Demonstrated ability to meet deadlines and deliver quality outputs.
• Fluency in English and Spanish.

Preference

• Advanced degree in International Development, Social Sciences, Political Science, Governance and Civil Society and/or other related fields.
• Experience working with government and civil society stakeholders across Central America.
