Overview

Counterpart International is seeking a Civic Rights and Awareness Specialist for the anticipated USAID opportunity in Honduras. The Civic Rights and Awareness Specialist will contribute to a USAID-funded project in Honduras focused on increasing women's political participation and strengthening democratic governance. This role will involve developing and implementing strategies to enhance civic education, awareness of political rights, and engagement in democratic processes, particularly for women, youth, and marginalized groups. The ideal candidate will have a deep understanding of civic rights and be skilled in designing awareness campaigns and educational programs that empower women and underrepresented communities to actively participate in political life.

Responsibilities

  • Civic Education Program Design: Develop and implement civic rights education programs and campaigns aimed at informing women and marginalized groups about their political rights and the importance of participation in governance.
  • Community Outreach: Lead community-based outreach efforts to engage women and underrepresented populations in dialogues about their civic rights and responsibilities, fostering greater political participation.
  • Capacity Building: Design and facilitate workshops, training sessions, and other capacity-building initiatives focused on enhancing civic knowledge and skills for women leaders, activists, and community members.
  • Advocacy and Awareness Campaigns: Plan and execute advocacy campaigns to raise public awareness on key issues affecting women's rights and political participation, including voter education, legal rights, and democratic processes.
  • Partnership Development: Collaborate with local civil society organizations (CSO), government agencies, and community groups to amplify civic rights education and create platforms for dialogue and advocacy.
  • Policy Support: Provide technical assistance in shaping policy discussions and legal reforms that protect and expand civic rights, with a focus on gender equality and women’s participation in political processes.
  • Monitoring, Evaluation & Learning (MEL): Work closely with the MEL team to track the impact of civic education and awareness campaigns, using data to adjust strategies for improving women's political engagement.
  • Cultural Sensitivity: Ensure that all civic rights education and advocacy efforts are tailored to local cultural contexts and reflect the voices of diverse women, including indigenous, Afro-Honduran, and rural populations.
  • Reporting: Produce regular reports on the progress and challenges of civic rights initiatives, providing actionable recommendations for improvement.

Qualifications

  • Bachelor’s degree in Political Science, Law, Civic Education, International Development, or a related field. Master’s degree is preferred.
  • Minimum of 7 years of professionally responsible experience in international development and/or assistance field in general. Minimum of 5 years of experience in civic rights education, community outreach, or public awareness campaigns, with a focus on women’s rights and political participation.
  • Experience working with USAID or other international development agencies, particularly on governance or civic engagement projects.
  • Deep understanding of the civic rights landscape in Honduras and the sociopolitical challenges facing the political participation of women and marginalized groups.
  • Proven ability to design and implement public awareness campaigns, community outreach initiatives, and capacity-building programs.
  • Fluent Spanish, with professional written and verbal English proficiency.
  • Excellent communication and facilitation skills, with the ability to engage diverse audiences.
  • Strong organizational skills and the ability to work in a fast-paced, multicultural environment.

Desired Skills:

  • Familiarity with USAID's democracy and governance initiatives, particularly in civic participation and political rights education.
  • Knowledge of local laws, regulations, and frameworks related to civic rights and political participation in Honduras.
  • Experience working with diverse populations, including indigenous, rural, and marginalized communities.
  • Strong advocacy skills, with experience in policy dialogue and reform.
