Overview

Counterpart International is seeking a Chief of Party (COP) for the upcoming USAID-funded Promoting Human Rights in Armenia (PHRA) Activity. The program will promote human rights and fundamental freedoms in Armenia by preventing and responding to human rights violations and by enhancing rights protection. The COP will be responsible for overall project leadership, management, technical direction and vision, oversight, quality, and compliance, and maintaining exceptional relationships with USAID and government and civil society stakeholders. The COP will be responsible for ensuring the timely submission and quality of all project deliverables.

Responsibilities

  • Provide overall leadership, management, quality control, technical direction and oversight of PHRA in close coordination with Counterpart DC office.
  • Responsible for the finalization and submission of all project technical reports.
  • Directly manage key staff including the Deputy Chief of Party, Component Leads, and other personnel as dictated by the organizational chart.
  • Represent PHRA in coordination with different government ministries, international organizations, local CSOs, and USAID.
  • Coordinate with team experts to ensure all project aspects incorporate best practice principles of social inclusion, monitoring, evaluation, and learning.
  • Day-to-day management of all project staff and project deliverables in close coordination with the relevant project support unit in Counterpart’s D.C. office.
  • Work in-tandem with the Deputy Chief of Party, Finance Manager, and Grants manager to ensure compliant financial reporting in line with Counterpart and USAID regulations.

Qualifications

  • Degree in International Development, Social Sciences, Political Science, Governance and Civil Society and/or other related fields. 
  • Minimum of 10 years of progressively responsible experience in international development; Minimum 3 years working on governance and/or human rights programs.
  • Experience supervising teams of diverse staff and demonstrated leadership capacity;  
  • Previous experience managing USAID-funded programs is required;   
  • Experience in remotely managing programs in insecure and rapidly changing environments;
  • Demonstrated experience in building networks amongst civil society organizations
  • Experience in managing program start-up in complex, politically sensitive, and resource constrained environment;
  • Experience managing and monitoring grants to local organizations;
  • Demonstrated ability to meet deadline and deliver quality outputs;
  • Fluency in English and Armenian.

Preference

  • Advanced degree in International Development, Social Sciences, Political Science, Governance and Civil Society and/or other related fields.
