Overview

The Climate Adaptation Program is a five-year USAID-funded program that seeks to build locally led, long-term resilience to climate change by promoting sustainable livelihoods and water security, which should result in significant environmental gains in the Dajabon watershed, beyond the province and into Haiti. By engaging communities, leveraging private funding and public resources, enabling data informed decision-making, and building diverse partnerships grounded in inclusion and market-based approaches, the Climate Adaptation Activity will accelerate sustainable social, economic, and environmental outcomes.


The Technical Director will be responsible for leading the design and implementation of water security, water usage, and water governance activities for the Program. S/he will work with technical officers and under the leadership of the Chief of Party to ensure activities are effective, inclusive, and reflective of the Dominican Republic context. S/he will collaborate with the Monitoring, Evalua􀆟on, and Learning (MEL) and Gender and Social Inclusion (GESI) teams to ensure activities contribute to data collection and monitoring efforts and that they are inclusive of vulnerable populations and reaching communities targeted under the CAA Program

Responsibilities

  • In close collaboration with the Chief of Party, Lead the day-to-day design and implementation of technical activities to improve water resource management, water security interventions, natural resource management, and develop activities to strengthen capacity of water governance bodies and institutions in the Dajabon watershed.
  • Identify opportunities to improve water management and/or usage of key stakeholders.
  • Lead capacity building activities with stakeholders and institutions on
    technical topics such as water security risk assessments, hydrologic and climate modelling, water security implementation, watershed governance, among other areas.
  • Support and monitor the implementation of water security and natural resource management interventions in the Dajabon watershed.
  • Manage team of technical officers, overseeing their work with partners and government institutions to ensure effective activity implementation.
  • Manage and coordinate technical activities with the program’s partners, and grantees, as applicable.
  • Coordinate closely with other technical, administrative, and operational areas of the program to ensure successful implementation of the program
  • Contribute to the design and development of program deliverables, including the workplan; monitoring, evaluation, and learning plan; quarterly, annual reports and other technical reports that may be developed throughout the program's life.
  • Collaborate with the COP and MEL Manager to develop, implement, and evaluate interventions.

Qualifications

  • Bachelor’s degree in a water-related field, such as water resources management, Civil and/or environmental engineering, physical geography, ecology, environmental science, or climate. Advanced degree preferred.
  • Minimum of ten (10) years of experience in water resources management, especially related to ecosystem management, improved access to or quality of water services, governance, and climate change.
  • Strong existing relationships and experience working with water sector institutions and stakeholders in the Dominican Republic or the wider Caribbean, influencing policy and regulations through collaboration with governments, municipalities, transboundary institutions, and other public and private actors.
  • Experience working with USAID and/or other international donors in Dominican Republic.
  • Ability to demonstrate the highest level of ethical standards.
  • Working knowledge of basic computer programs, including MS Office Suite.
  • Strong proficiency in English (verbal and written) required.
