Overview

Counterpart International is seeking candidates for Chief of Party (COP) for the Food for Progress (FFPr) Program funded by the United States Department of Agriculture (USDA) in Guatemala. The Program’s objectives are (I) to improve agricultural productivity and (II) to expand the trade of agricultural products in emerging democracies committed to introducing and expanding free enterprise in the agricultural sector. The expected duration of the Program is 48 to 60 months, beginning in November 2024. This will be a contract position pending award from USDA.

Responsibilities

  • Overall project leadership, management, technical direction and vision, oversight, quality, and compliance, and maintaining relationships with USDA and stakeholders.
  • Ensuring the timely submission and high quality of all project deliverables, identifying obstacles and risks related to implementation and suggesting appropriate adjustments to the home office and the donor.
  • Serve as the primary representative of the project to USDA, relevant government entities, partners, and other implementers and stakeholders.

Qualifications

  • Master’s degree or equivalent in economics, trade policy, agriculture, food security, climate change, or related field.
  • Minimum of 10 years of progressively responsible experience in agricultural production, food security, climate change and logistics, and trade facilitation and export promotion related field;
  • Senior-level program management experience with USDA, or USAID;
  • Demonstrated experience in working effectively with senior government representatives at the local, municipal, and national level in Guatemala or LAC Region, and USDA representatives, donors, and other stakeholders;
  • Previous experience managing USDA-funded programs highly preferred;  
  • Demonstrated program management and organizational skills in managing, implementing, and monitoring effective program budgets, finances, and personnel of projects of a similar scale and scope;
  • Experience supervising teams of diverse staff and demonstrated leadership capacity and motivational skills;
  • Demonstrated experience managing and implementing development projects focused on agricultural production, climate smart agriculture, agricultural market systems development, and trade facilitation in Latin America and Caribbean Region (LAC);
  • Demonstrated experience in working effectively with the social, political, economic and cultural context of Guatemala;
  • Demonstrated experience enhancing, developing and engaging partnerships with private sector actors;
  • Experience designing and implementing gender-sensitive and youth inclusive development programming preferred;
  • Demonstrated ability to meet deadlines and deliver quality outputs;
  • Experience with adaptive management approaches preferred;
  • Excellent oral and written communication skills in Spanish and English required.
