Overview

Counterpart is currently accepting CVs for an Irregular Migration Specialist Consultant for the USAID-funded Strengthening Democratic Governance IDIQ ($90 million) and Public Effectiveness and Localization TO 1 in Honduras. The purpose of the IDIQ is to build the systemic accountability and responsiveness of the Government of Honduras (GOH) to citizens, while also strengthening civil society, to increase trust, safeguard human rights, and incentivize Hondurans to remain in their country and participate in their democracy. The purpose of TO 1 is to 1) Improve the effective governance capacity, transparency, accountability and citizen-responsiveness of GOH institutions; and 2) Provide localization, learning, adapting, monitoring and information support services to implement activities for all task orders and objectives of the SDG IDIQ. The Consultant will report directly to the Associate Director of Governance, but will work closely with Counterpart’s field staff (once hired) to ensure high quality deliverables are executed in a timely manner. 

 

Responsibilities

The Irregular Migration Specialist Consultant will support the SDG project by conducting an Irregular Migration Analysis and Plan (IMAP) to guide the program’s technical understanding of the dynamics causing and shaping irregular migration from Honduras, with particular attention on the role, experience, and unique impacts of irregular migration for young Hondurans. The content and structure of the IMAP should be developed in collaboration with the Associate Director of Governance, including (but not limited to), the following: 

 

  • The context and root causes of irregular migration from Honduras – particularly for young Hondurans. 
  • Trends in irregular migration from Honduras. 
  • The impact of irregular migration on migrants and Honduras itself, including projected longer-term impacts. 
  • Persisting gaps in efforts to address the drivers of irregular migration in a manner that is sensitive and responsive to the unique needs of youth and other historically marginalized and underrepresented groups. 
  • Recommendations for public administration improvements that would contribute to addressing the drivers of irregular migration. 
  • An action plan for an SDG approach and effective initiatives to support sustainable good governance in Honduras and incentivize young Hondurans to remain in their country and participate in their democracy. All activities will be implemented with an intentional focus on the inclusion of marginalized community voices and do-no-harm practices. 

 

To this end, the Consultant will also provide recommendations to finalize the methodology for the IMAP development. This may include, among other approaches: 

  • Remote desk research; 
  • Virtual and in-person key informant interviews with migrants, Honduran institutions (such as the Ministry of Development and Social Inclusion, the Ministry of Economic Development, the Ministry of Labor and Social Security, the Ministry of Youth, the Ministry of Natural Resources and the Environment, etc.), subject matter experts, international organizations, civil society organizations (CSOs) and community-based organizations (CBOs) representing the interests of Honduran diaspora, migrants, youth, and other disproportionately impacted groups, etc.; and 
  • Virtual and in-person meetings and planning sessions with program staff and other in-country implementers to develop an informed action plan. 

 

Key Roles and Responsibilities 

  • In collaboration with the Counterpart Associate Director, prepare and ensure approval of a final IMAP methodology. 
  • In collaboration with the Counterpart Associate Director, prepare and ensure approval of a trip agenda for 1-2 weeks in Honduras for in-country research. 
  • Conduct data collection and develop a comprehensive IMAP, in line with the final approved methodology and topics. 
  • Participate in calls, start-up check-ins, and other meetings as needed to discuss challenges or provide updates on work as requested from Counterpart Honduran or DC staff. 
  • Other duties as assigned. 

 

If Counterpart reaches out with a request for an interview, the candidate will be expected to discuss their proposed IMAP methodology in detail to the interview panel. Nothing written will be expected, but questions will focus on understanding the proposed methodology of the expert.

Qualifications

  • Master’s degree or equivalent professional experience (10 years) in social sciences, migration studies, public policy or a related field 
  • In-depth knowledge of irregular migration issues in Latin America required. 
  • Demonstrated experience in conducting full-scale, comprehensive analyses of migration patterns. 
  • Demonstrated experience in supporting the development of program design and action plan development. 
  • Previous experience working in Honduras or Northern Triangle preferred.  
  • At least 3 years' experience working on USG or donor funded programs required. 
  • Demonstrated interpersonal skills and ability to communicate effectively (verbally and in writing) in Spanish. Professional proficiency in English strongly preferred 
  • Excellent organizational, analytical, oral, and written communication skills.
