Overview

Counterpart International is currently seeking a Chief of Part to set up, and thereafter manage, the anticipated Stability Through Economic Progress, Unity and Peacebuilding (STEP UP) activity in Pemba, Mozambique. The STEP UP activity that will support grants and capacity development to innovative local businesses and groups, with a focus on areas prone to conflict, including but not limited to Cabo Delgado. The purpose of the activity is to allow communities to participate more actively in their own development through directly providing opportunities and tools. The COP will lead the in-country management of the program, ensuring the implementation of programmatic activities and overseeing the work of long-term staff and short-term experts and ensuring compliance with US government rules and regulations. The COP will also take the lead in coordinating with USAID representatives, the Government of Mozambique, and other implementing partners. This will be a full-time position based in Maputo or Pemba, Mozambique and candidate must have current residency in Mozambique. This position is contingent upon award and will collaborate directly with Counterpart’s HQ office.  

Responsibilities

  • Provide overall project leadership, management, technical direction and vision, oversight, quality, and compliance, and maintaining exceptional relationships with USAID and government and civil society stakeholders.
  • Ensure the timely submission and quality of all project deliverables.
  • Liase work planning, performance management, data collection, quality assurance and quality control methods, budgetary control, and responsiveness of technical assistance to ensure compliance with USAID regulations.
  • Lead in coordinating with USAID representatives, the Government of Mozambique, and other implementing partners.

Qualifications

  • Must have current residency in Mozambique.
  • Advanced degree in International Development, Social Sciences, Political Science, Governance and Civil Society and/or other related fields. 
  • Minimum of 10 years of progressively responsible experience in international development; Minimum 3 years working on governance programs.
  • Experience supervising teams of diverse staff and demonstrated leadership capacity;  
  • Previous experience managing USAID-funded programs is required;
  • Previous senior-level program leadership experience on USAID-funded or other donor supported projects.
  • Demonstrated ability to engage effectively with national and local government counterparts and civil society organizations.
  • Prior experience in the region; Mozambique experience preferred.
  • Experience managing programs in insecure and rapidly changing environments;
  • Demonstrated experience in capacity development for innovative local businesses and groups;
  • Experience in managing program start-up in complex, politically sensitive, and resource constrained environment;
  • Experience managing and monitoring cash grants to local organizations;
  • Demonstrated ability to meet deadline and deliver quality outputs;
  • Excellent oral and written communication skills in English required;
  • Professional fluency in Portuguese is required.
