Overview

Counterpart International is currently seeking a Human Rights Specialist to support the anticipated Guatemala Human Rights Project (GHRP) opportunity. The overall objective of GHRP is to strengthen public, private, and civil society actors’ capacities to prevent human rights violations, protect human rights defenders, and respond to human rights abuses. This position is full-time and will serve through the life of the project, reporting to the Chief of Party.

Responsibilities

  • Provide technical assistance to local Human Rights Organizations (HROs) on human rights issues across all objectives of GHRP.
  • Facilitate the building of partnerships and mentoring relationships between international HROs and local HROs.
  • Support the development and administration of trainings and visiting experts.
  • Provide human rights expertise to inform Project activities, reports, and communications.
  • Prepare human rights technical expertise and analyses and reports (including work plan, quarterly report, M&E reports, etc.), as well as contribute to success stories and other external communications for the Project.
  • Provide relevant technical input in the design of the Project’s subgrant program, including the development of Request for Applications, and contribute technical input into the Project’s subgrant selection.
  • Provide and assure technical quality control over the technical reports coming from the subgrantees.
  • Provide strategic selection of Project consultants.
  • Design and execute trainings on human rights subjects relevant to the Project’s objectives.
  • Implement technical assistance, to include mentoring, to HROs to increase their knowledge on human rights and related fields.

Qualifications

• Master’s degree or higher in relevant subject matter such as Law, Human Rights, Political Science, Democratic Studies, International Development, Public Policy or Administration, Latin American studies, or a similar field;
• Demonstrated expertise in human rights subject matter, including conducting research.
• Minimum of eight (8) years of experience in the field of human rights in Guatemala;
• Demonstrated experience with developing analytical reports on human rights, security, policing, and social inclusion in Guatemala and/or Latin America;
• Knowledge of the Guatemalan political context and legislative processes, particularly with respect to human rights and relevant policies and reform processes;
• Demonstrated project management experience in human rights field;
• A high level of interpersonal and communication skills;
• Ability to work independently as well as in a team environment, able to work effectively with civil society organizations, USAID, project staff, and other beneficiaries;
• Excellent ability to amiably collaborate and coordinate activities with multiple stakeholders, including government, civil society, and individuals; and
• Excellent computer skills (Microsoft Word, Database management, Excel, PowerPoint).
• Spanish and English professional proficiency is required; fluency strongly preferred.
• Excellent technical writing skills in both English and Spanish.
