Grants Manager, El Salvador

Job Profile:

El Salvador’s Rights and Dignity Project is an eight-year program funded by the United States Agency for International Development (USAID) and implemented by Counterpart International (Counterpart) in partnership with local and international organizations. Counterpart is currently seeking a Grants Manager to oversee the Project’s grants program. This is a local full-time position based in San Salvador, El Salvador.

• Oversee grant-making processes from start to finish, including design and issuance of technically sound RFAs, review of proposals, and financial and narrative reporting;
• Ensure that the subgrants to subrecipients are implemented as per Project objectives, design, and USAID subaward rules and regulations, as well as according to Counterpart’s policies and procedures;
• Institutionalize Counterpart’s grants management best practices within the program and provide strategic oversight of the grants program to ensure effective implementation of grant funds committed, and the capacity building of subgrantees;
• Ensure effective coordination with the Technical, Finance, and Monitoring, Evaluation, and Learning (MEL) Units in subgrant program design, selection, execution, and monitoring;
• Prepare (in coordination with the Technical Unit) all Requests for Applications (RFAs) and subgrants packages for Counterpart HQ and USAID review and approval;
• Ensure consistent, high-quality control of all supporting documents and ensure that grant proposals meet the objectives of the Project goals;
• Manage the subrecipient selection process in accordance with Counterpart’s processes outlined in its Grant Manual and lead the review of subgrant applications, including budgets;
• Lead the pre-award assessment process per Counterpart’s internal guidelines and ensure data is accurately and comprehensively documented and informs subgrant design, including monitoring;
• Monitor, in coordination with the Technical, Financial, and MEL Units, subrecipient performance per subgrant agreement requirements;
• Supervise the review of financial and program reports for submission to Project Senior Management, as well as documentation to ensure that subrecipients meet both Counterpart and USAID requirements;
• Ensure accurate subgrant close-out procedures;
• Supervise the review of all Project-related cost share packages (documentation and reports), in accordance with Counterpart’s processes outlined in its Cost Share Manual and in coordination with the Project’s Finance and Administration Manager, for Counterpart HQ review and approval;
• Perform other related tasks relevant to the launching of grant management operations as assigned by the Project Leadership.

Required:

• University Degree in Finance, Business Administration, International Development, or related area of study;
• Minimum five (5) years of experience working with international NGOs in grants management positions;
• including experience in grants design, negotiation, and administration of grants, preferably in the area of civil society;
• Thorough knowledge of and experience in USAID grants administration, contracting, and procurement regulations;
• Demonstrated knowledge of U.S. Government rules, regulations, policies and procedures;
• Demonstrated experience providing training and mentoring to local subrecipients in topics related to proposal development and subgrant financial management and reporting;
• Ability to work well in a team environment, strong interpersonal skills, able to work effectively with Civil Society Organizations, USAID, project staff, and other beneficiaries;
• Spanish fluency required; and English professional proficiency required.

Preferred:

• Prior experience working with vulnerable groups or civil society groups that represent vulnerable groups: Indigenous people, women, youth, people with disabilities and Lesbian, Gay, Bisexual, Transgender (LGBT).
• Fluency in English.
