Overview

Counterpart International is currently seeking a Transparency and Accountability Senior Specialist (TASS)- Government Support for the anticipated USAID (United States Agency for International Development) Transparency in the Public Sector Activity. This activity will be designed to enhance government transparency and accountability, and compliance with anti-corruption policies; and to increase citizen pressure on and oversight of government to combat corruption.

Responsibilities

The Transparency and Accountability Senior Specialist (TASS)- Government Initiatives will support the Chief of Party (COP) and Deputy Chief of Party (DCOP) in day-to-day technical  leadership of transparency and accountability initiatives supporting key target government institutions in El Salvador for the Activity.  This person will proactively build strategic alliances key actors and stakeholders within the Government of El Salvador (GOES) at the national and municipal level to champion transparency and accountability initiatives and process improvements in the public sector institutions.  S/he will be responsible for introducing and adapting best practices and training in transparency, accountability, and public integrity, including measures to minimize opportunities for petty corruption. The TASS will provide daily oversight and technical support to the Government of El Salvador officials. S/he will coordinate closely with other members of the technical team for the Activity, including the lead for municipal support work and the lead for civil society support.  

Qualifications

  • Bachelor’s degree or higher in relevant subject matter fields such as law, public policy, public administration, political science, or a similar field. 
  • A minimum of 8 years of progressively responsible experience in the field of transparency and accountability and/or government support. 
  • Experience working with high-level government officials. 
  • Demonstrated ability to effectively collaborate and coordinate activities with multiple stakeholders, including government, civil society, and individuals. 
  • Demonstrated expertise in transparency, accountability or anti-corruption, including conducting research. 
  • Experience supervising teams of diverse staff and demonstrated leadership capacity.
  • Knowledge of the Salvadoran political context, particularly with respect to transparency, accountability, and relevant policies and initiatives. 
  • Demonstrated experience in working effectively in advanced, complex, and politically sensitive contexts.
  • Demonstrated project management experience in transparency and accountability. 
  • Excellent and demonstrated interpersonal and communication skills. 
  • Ability to work independently as well as in a team environment, able to work effectively with civil society organizations, USAID, project staff, and other beneficiaries. 
  • Demonstrated ability to meet deadline and deliver quality outputs.

Language

  • Excellent oral and written communication skills in Spanish required.
  • Excellent technical writing skills in both English and Spanish, preferred. 
  • Professional proficiency in English is preferred.
