    Counterpart International is currently seeking a Monitoring and Evaulation Officer for the implementiaotno of  the anticipated USAID-funded Regional Civil Society Project/Central Asia, to promote civic engagement in local communities and government responsiveness in Central Asia. This position is contingent upon award of the program. Nationals within the Central Asia Region of Kazakhstan, Tajikistan and Uzbekistan are strongly encouraged to apply.


    The Monitoring and Evaluation Officer will be responsible for overseeing and leading all program M&E activities, including implementing the Monitoring, Evalution and Learning (MEL) Plan, data collection, documentation, analysis, and reporting. This position requires experience leading MEL activities and applying adaptive management principles on USAID or other donor projects. 



    • Relevant degree in a related field;


    • Minimum of 5-8 years of progressively responsible experience in international development;
    • Previous experience managing MEL processes on donor-funded programs; 
    • Experience working on USAID-funded programs highly preferred;  
    • Prior experience assessing accountability and policy reform programs, strongly preferred;
    • Previous experience working in the Central Asia (Kazakhstan, Tajikistan and Uzbekistan) is highly desired;
    • Experience working effectively with government officials, non-governmental partners, and USAID and/or other donors; 
    • Experience working with diverse staff.


    • Fluency in English and Russian.
