  • Overview

    The Senior Civil Society and Accountability Specialist supports the Chief of Party (COP) and Deputy Chief of Party (DCOP) in day-to-day management of technical and leadership of transparency and accountability initiatives related to civil society partners and stakeholdersfor the Participacion Civica Project, as well as proactively builds strategic alliances with USAID, local partner organizations, and other country level implementing organizations. This is a full-time position based in Guatemala City, Guatemala. This position will report to the DCOP. 


    The Senior Civil Society and Accountability Specialist (CSAS) will work closely with the Transparency and Anti-Corruption Senior Specialist and the COP to build strategic coalitions amongst Guatemalan CSOs and provide technical mentoring and training to the Project’s partners on the topics of transparency, anti-corruption, and accountability, as well as provide analyses of the political context to inform program activities and adaptations. The Senior Civil Society and Accountability Specialist will develop strategic alliances and networking relationships among civil society and relevant national and local authorities in furtherance of Project objectives and results.  The CSAS will provide ongoing support to CSO partners that receive grants under the Project to support their own transparency, anti-corruption, and accountability initiatives, monitoring their progress and supporting them to deliver high quality products and services. The Senior Civil Society and Accountability Specialist will also be responsible for oversight and guidance of the Grants Technical Officers and Grants Administrator, who are responsible for the primary interface and day-to-day program operations support to CSO partner organizations and grantees, as well as provide oversight to the Capacity Building Specialist in the implementation of the organizational development component of the program. The CSAS will also work closely to coordinate grants and activity implementation with the monitoring and evaluation (M&E), Finance and Administration, and Communications units. 



    • Master’s degree or higher in relevant subject matter such as Law, Democracy and Governance, Political Science, International Development, Public Policy or Administration, Latin American studies, or a similar field.
    • Extensive experience working for or with civil society organizations in Guatemala.
    • Demonstrated ability to effectively collaborate and coordinate activities with multiple stakeholders, including government, civil society, and individuals.
    • Demonstrated expertise in transparency, accountability or anti-corruption, including conducting research.
    • Minimum of eight (8) years of experience in the field of transparency and accountability.
    • Knowledge of the Guatemalan political context, particularly with respect to transparency, open government, accountability, and relevant policies and initiatives.
    • Demonstrated project management experience in transparency and accountability.
    • Excellent technical writing skills in both English and Spanish.
    • Excellent and demonstrated interpersonal and communication skills.
    • Ability to work independently as well as in a team environment, able to work effectively with civil society organizations, USAID, project staff, and other beneficiaries.
